Keith Morey
Keith Morey, Director of Economic and Community Vitality, brings more than 30 years of experience in local, state, and federal government, with a background in economic development, community planning, and redevelopment. Most recently, he served as assistant director of development services and economic development/redevelopment director for Provo City, Utah, where he supported business growth, redevelopment initiatives, and community investment.
Morey also previously served as vice president of business development for the Economic Development Corporation of Utah and played a key role in the planning and design of Daybreak, one of the nation’s largest master-planned communities.
He holds a Master of Public Administration and a Bachelor of Arts in English from Brigham Young University.

Garrett Anderson
Garrett, with 15 years of economic development experience, is the Chief Economic Growth Officer at Commerce City. He aims to foster a thriving and inclusive economy that attracts and retains businesses.
Anderson previously served as the Economic Development Director in Woodstock, Illinois, where he led downtown revitalization, workforce partnerships, and managed financial incentives. Before that, he was the Economic Development Director in Branson, Missouri, facilitating retail and lodging investments.
A graduate of Brigham Young University with a Master's in Business Administration from Lindenwood University, Anderson is also a Certified Economic Developer (CEcD). He has been actively involved in community organizations, including Rotary International and Scouting America. Anderson is eager to drive initiatives that enhance Commerce City’s economic vitality and quality of life.

Brian Phetteplace
Brian joined the City of Commerce City in April of 2021 as the Senior Economic Development Retail Attraction Specialist for the Economic Development Division. Today, Brian is the Deputy Director of Economic Development. Prior to joining the City of Commerce City, Brian served as the Director of Economic Development for the Cherry Creek North Business Improvement District. In that role, he oversaw the BID's retail recruitment and retention efforts in addition to overseeing research and data. Brian led outreach efforts to area property owners, oversaw the area's parking and mobility program, and supervised the District's management and business services.
Prior to his role at the Cherry Creek North BID, Brian worked at the Downtown Denver Partnership for 10+ years specializing in retail strategy and economic development. During that time, Brian was instrumental in securing first-to-market retailers in Colorado, including H&M, Uniqlo and Kit & Ace. Brian managed efforts aimed at development of key residential amenities in Downtown Denver, including the establishment of Downtown's first elementary school and the first Downtown locations for Target, Whole Foods and King Soopers.
Brian received his Bachelor's Degree in Marketing from the University of Wisconsin Milwaukee, and earned his Master's of Business Administration in International Business from Regis University.

With a strong passion for entrepreneurship, Natalia has dedicated her career to empowering her community and fostering growth opportunities by providing strategic guidance and support to emerging ventures.
As the Senior Economic Vitality Specialist professional for Commerce City, Natalia brings her diverse experience and dedication to enhancing the local economy. She focuses on developing innovative programs and policies that support small businesses, encourage investment, and promote sustainable growth in the community.
Natalia holds a Bachelor's Degree in Business Administration and a Master's Degree in Corporate Finance, equipping her with a robust understanding of financial and business strategies. Her commitment to fostering economic development and her ability to connect with diverse communities make her a valuable asset to Commerce City’s economic growth efforts.

Carlos Maciel
Carlos joined Commerce City in 2024. He has worked with the public sector for several years, specializing in Public Finance, Economic Development, and Municipal Advisory. Carlos holds Bachelor's degrees in Economics and International Studies and a Master’s degree in Applied Economics. As a member of the Economic Development team, Carlos intends to use his knowledge and experience to ensure the City’s economic development is done sustainably and in alignment with the needs of the community. In his spare time, Carlos enjoys gardening, soccer, hiking with his family and volunteering for nature-focused organizations.

Marisela Torres
Marisela Torres joined the City of Commerce City about a year ago as an Administrative Specialist III for Economic Development. She’s a bilingual Spanish speaker with over six years of customer service experience and truly enjoys helping people.She’s passionate about serving the community and is always looking for ways to improve processes so both internal teams and external partners have a smooth, positive experience when working with Commerce City. Her goal is simple: make every interaction feel easy, welcoming, helpful.
